Both these men, have demonstrated a lack of dedication. Many of their actions while on the Board, have been based more on guessing hence they to often act on ignorance.
These Directors cavalier approach has cost the community very large amounts of their public money. These Directors decisions have been severely lacking relative to what we should expect. There has been a huge deficit in their levels of personal education, in the area of special districts. Especially for the numbers of years that they have both been on the board it is shameful, the levels of ignorance they are choosing to remain in.
Researching before acting, seemingly has been primarily left for the hired help, or contractors, and disturbingly rarely if ever independently verified.
All the Board members miss- steps clearly show that these Directors are not dedicating themselves fully enough, because all of their mistakes wouldn't be being made if they were actually spending the necessary and required time that it takes to learn the laws.
Directors unlawful actions they partaken in also demonstrates that they are not willing, or able to be relied upon to do the necessary fact checking, before critical decisions are being made.
,It has been the CVPRC associates observations that more often than not, these Directors are more than willing to just rubber-stamp hundreds of thousands of dollars even millions in expenditures, on the mere say so, of our water plant contractor, the bankers or attorneys, and not taking the time to audit these recommendations.
We hold that the Directors are expected to know and yo abide by the laws specific to Special Districts, and they must know enough of these laws by just taking the time to read them! Especially while they are spending our money and leveraging enormous debt against the community.
Operating a Special District / Community Services District. Takes more of a time commitment then these two men have demonstrated that they have to give, or are willing to give.
Ciane and Mereline, already know more of the applicable laws then these two men, and they will adhere to the letter of the law, and be willing to do the work it requires to be compliant.
Rolando and Dan have both been part of ignorant actions while on the Board, in voting themselves stipend raises, they broke the law under the Special District Water Codes: and are classified as crimes under the penal code.
They can be Recalled for these offenses, so rather than spend more of the Tax payers money to remove them after the election, we may as well Vote them out of office and save us the time and money later.
