Diane-louise: ALESSI

Retired: Former Banker



Diane is not a politician she is your neighbor, and has been a part of Christian Valley for over 54 years.


Diane grew up here and saw a fledgling community blossom while riding horses and performing work in many forms of industry.


Her grounded and well-rounded approach to any subject serves her well as a potential public figure to help secure and positively affect our water supply, management systems, and communications thereof.


As a very vocal and active member of the water payee community for the last year, Diane fights to ensure we keep the “best drinking water in the state” and that we are not unjustly burdened with debt from administrative inefficiency which, fortunately or unfortunately, is the reason she felt compelled to communicate the not-so-transparent actions of the board to neighbors for the last year: effectively co-founding the Christian Valley Park Residents Coalition (CVPRC) in the process.


No one has so hotly contested the board's actions as much as Diane and the CVPRC associates.


She has investigated and brought forth a multitude of faux pas, and frankly, unlawful activities of the board, which include and are not limited to: initiating unlawful raises for themselves that permitted payments for meetings that exceeded 3x the legal limit (the law states a maximum of $100 per meeting and not to exceed 6 meetings per month, unless they hold a hearing, and a vote and it can not to exceed beyond of 5% per year yet, from 2012-2015 directors gave themselves a gift, by waiving their own water 'service fees', that equated to offsetting approx.$300/yr for those 3 years that non Board member rate payees would have to pay, and by doing it this way, they essentially avoided paying FICA payroll with holdings, hence by not reporting it as wages it subsequently was not reported in their W-2's.


This self gifting ride ended in 2015, when our General Manager was informed by the Auditor, that what they were doing was not lawful, and the Directors were to be issued a warning to stop the waivers, but rather than pay it back, they just turned around and gave themselves a raise in the annual budget, to replace the amount they just lost.


The CVPRC and Diane feel that the evidence supports that it is obvious, that the board has not been performing lawful and necessary financial due diligence when seeking funding for loans of water projects not adhering to lawfully required accounting practices breaches of fiduciary.


CVPRC, through their legal notice and attorney reviews, recently forced the Board to reduce their stipends.

The Newly Amended Bylaws which were Passed in September are about to be adopted on October 13th 2020: thanks to these hard fought efforts by Diane and the CVPRC, which began in February of this year, going forward, all the future Board of Directors will have to ask 'the people', via district public hearings, and ultimately through your votes, to approve any future stipend raises!

  • (Currently the CVPRC and Diane are still negotiating for an equitable restitution from the offending resigned individuals: and the incumbent candidates. The normal fiduciary indemnifications for Directors, through the District's funds, will NOT be accepted: Diane will make sure of it, whether elected or not.)

The reason those problems have or will be fixed is mostly in part due to Diane's inception.

Diane has a knack for understanding legalese, so she can effectively communicate with lawyers she also worked as banker and loan officer, so she can effectively communicate with business administrators of all kinds she also has a strong equestrian and cattlemen background, so she can effectively communicate with any hard-working, blue-collar, 'shoot-it-to-me-straight', no nonsense person.

Moreover, she is also mature enough to relate to those who are retired and are on limited incomes that do not permit rate increases to a commodity of human right. Again, she is your neighbor (on Gayle lane), and her actions have shown selflessness and priority to do what is best for the community.

Ironically, some do not see it that way, as feelings have clearly gotten in the way of facts when it comes to Diane's interactions with the board. She has another clear knack for ruffling feathers to, of some weak-minded bureaucrats, as 3 board members have resigned within the past 9 months, 2 of them (who just happened to belong to the same household) mostly in part due to the pressure Diane applies when someone is doing something illegal or immoral. That pressure being: the law. And it is one thing to know the law, it is another to apply the law toward fixing ailments, healing, and moving forward as best as possible. Diane does that she can not only spot problems, but she also has the sensibility and discernment to offer solutions and implement real, everlasting fixes that the community can be proud of. Moreover, earning and keeping public trust is of top priority to her.

Diane has already been working for free to improve District efficiency, as an administrative assistant volunteer.

She did not know how to build-out a website, but she volunteered to learn, and has been a pivotal contributor finding grant funding for the website, saving the District thousands of dollars in the process of acquiring and building out the newly unveiled www.christianvalley.org, being designed to have full transparency of the board's actions, and also has our District operating within the legally required 508 ADA compliance levels.

Needless to say, Diane has parlayed all of her many skills into a situation that suits her well as a non-politician. Diane has done what she does with everything, continue learning and being good at what she does.

Mereline-Ann: SHEPHERD

Business owner



Mereline is the mother of two lovely women and a proud Grandmother.

She has lived in Christian Valley for 6 years. She was born and raised in Sacramento.

Mereline possesses a strong, independent, entrepreneurial spirit. Directly attributable to all her successes have been through her raw determination, focused drive, and for her passion for doing things right. Being primarily a single mom, fueled that determination in order to provide a more comfortable life for her family.

Mereline has always been extremely industrious, and she clearly is a seasoned business woman. Evidenced by the fact that she has developed strategies for being budget savvy, coupled with the necessary discipline, and through that smart financial planning, she owns her two office complexes in Grass Valley. Mereline has bought, run, owned and sold several thriving businesses at a profit.

Mereline brings knowledge, experience, skills and her unwavering dedication: as an added bonus, she has had prior experience serving on a couple varying Boards totaling 8 years of service.

How did Mereline get chosen to be endorsed by the CVPRC?

Well... in short, through Diane ALESSI, they met 5 years ago, and they have become good friends over time, who are both very empathetic, passionate people with high drives, that happened to click and share many similar ideas and perspectives.

Upon observations over the past year within the CVPCSD Board, Mereline agreed to join the associates of the CVPRC, and to help the associates make particular differences, for the future of our community.

Mereline has been actively attending the Board meetings and has participated in two Board committees (The Directors Compensations and the Bylaws committee, and has signed up for the Policies and Procedures committee.)

Mereline believes that scrutinizing and conducting regular independent audits of all District business, should be built into the Policies and Procedures, which connect to the Bylaws: ​
[Mereline, Diane and Jo Anne Carmona all served together on the committee to amend the District's (Outdated Bylaws, that never had Policies and Procedures included) with General Manager: Don Elias and Board members: Kathleen Daugherty, and Bonnie Gilmore.

Scrutinizing the board actions and individual Director's level of comprehension of the projects they are spending public funds on, and how much time are the Director's volunteering outside of the Board Room, should be readily available for the public to be able to see at a glance, who on the Board is carrying their weight of responsibilities. It has looked as though prior boards have demonstrated that they just rubber-stamp the contractor's recommendations, without second or third opinions being acquired.

It is the public's right to know that their monies are being spent wisely so the public will see the transparency in the final decision.

Mereline feels that community must be involved in these future Capital Improvement proposals, way before it is just sent up for a protest vote: in particular, the Districts aging transmission lines:

Once on the Board Mereline and Diane are in agreement that the new Board should start implementing, responsible, equitable strategies for getting independent assessments: and seeking preliminary bids, for justifying any necessary water rate increases, which prioritizes the security of our infrastructures.

Mereline and Diane want to actively pursue all grant possibilities, that funding is a critical part, that must be procured.

It's also critically important that there be a legal review upon any significant amendments of our governing documents with particular redundant check systems in place: and yearly regular outside, independent oversight, for another layer of transparency: paying particular attention to all the activities of the District's hired business partners.

Mereline feels that having these policies and procedures in place is a critical component to any successful enterprise.

When the NEW Board assembles, first order of business should be to pursue, and engage more community involvement and participation, because it brings light and exposure to areas that are not in compliance with the laws of California:

We have a rich resource, all around us, we just need to tap those skill-sets, and talents, that so many of our retirees can offer back to their neighbors.

Mereline feels that giving the public more appropriate opportunities, to weigh in, through expanding and providing full transparency. we can achieve more open communication opportunities: throughout the entire demographic of the community no matter the means that is required in order to get those messages and ideas disseminated.
